HAI ANH WIND POWER PLANT PROJECT INAUGURATED IN QUẢNG TRỊ

On the morning of August 19, 2025, amidst nationwide activities celebrating the 80th anniversary of Vietnam’s National Day, Hai Anh – Quang Tri Wind Power Joint Stock Company held the inauguration ceremony for the Hai Anh Wind Power Plant Project in Lao Bao Commune, Quang Tri Province.

The project had the honor of being one of the venues for a live national television broadcast. The ceremony was held simultaneously with 250 other key projects at the event: THE INAUGURATION AND GROUND BREAKING CEREMONY FOR PROJECTS AND WORKS TO CELEBRATE THE 80TH ANNIVERSARY OF THE NATIONAL DAY OF THE SOCIALIST REPUBLIC OF VIETNAM (September 2, 1945 – September 2, 2025).

Attendees at the ceremony included:

  • Senior Lieutenant General Nguyễn Hồng Thái – Deputy Minister of National Defense
  • Major General Hoàng Duy Chiến – Deputy Commander of Military Region 4
  • Mr. Lê Ngọc Quang – Member of the Party Central Committee, Secretary of the Quang Tri Provincial Party Committee
  • Mr. Hoàng Nam – Member of the Provincial Standing Committee, Standing Vice Chairman of the Quang Tri Provincial People’s Committee
  • Mr. Fukuhara Teppei – Counsellor of the Japanese Embassy in Vietnam

Also in attendance were leaders from the Provincial Standing Committee, the Provincial People’s Council, the Provincial People’s Committee, representatives from various departments and agencies, the project’s capital sponsor Vietnam Joint Stock Commercial Bank for Industry and Trade (Vietinbank), and representatives from construction contractors and project partners.

The Hai Anh Wind Power Plant Project’s investor is Hai Anh – Quang Tri Wind Power Joint Stock Company. The EPC (Engineering, Procurement, and Construction) General Contractor is the joint venture of IPC E&C (part of IPC Group) and Asia Industrial Technology Joint Stock Company (ACIT).

This is a Group B, Class II energy project with a capacity of 40 MW, built in Huong Phung and Lao Bao communes, Quang Tri Province. The total after-tax investment for the project is approximately 1.5 trillion Vietnamese dong. Construction began in 2023. When operational, the plant is expected to provide about 118 million kWh annually to the national power grid, helping to ease the pressure of electricity shortages and secure energy for the socio-economic development of Quang Tri and the surrounding region.

The project is expected to generate over 200 billion Vietnamese dong in revenue each year, contributing about 20 billion Vietnamese dong annually to the local budget. During construction, the project invested in and upgraded nearly 10 km of roads, improving transportation for local people and expanding trade and infrastructure in the project area.

The Hai Anh Wind Power Plant is the first onshore wind power project to participate in the Joint Crediting Mechanism (JCM), a collaboration between the Vietnamese and Japanese governments.

The completion of the Hai Anh Wind Power Plant is of great significance for the sustainable development of both the locality and the nation. The project contributes to realizing Quang Tri province’s renewable energy development strategy and affirms the province’s role in the national energy transition roadmap and climate change adaptation.
